Los países en desarrollo sufren los mayores costos cuando ocurre un desastre: más del 95% de todas las muertes causadas por desastres ocurren en países en desarrollo y las pérdidas por desastres naturales son 20 veces mayores en los países en desarrollo que en los países industrializados.
