Oblast autonome du Haut-Karabakh
L'oblast autonome du Haut-Karabakh était une région autonome à l'intérieur des frontières de la RSS de l'Azerbaïdjan, principalement habité par les Arméniens. Selon Robert Service, en 1921, Joseph Stalin, alors commissaire intérimaire des nationalités pour l'Union soviétique, comprenait Nakhchivan ASSR et Karabakh sous le contrôle azerbaïdjanais pour essayer d'apaiser la Turquie pour rejoindre l'Union soviétique. Si la Turquie n'avait pas été un problème, Staline aurait probablement quitté Karabakh sous contrôle arménien. En conséquence, l'oblast autonome du Haut-Karabakh a été créé avec la SSR d'Azerbaïdjan le 7 juillet 1923. Selon Karl R. DeRouen, il a été créé comme une enclave, de sorte qu'une petite bande de terre la séparerait de l'Arménie proprement dite. Selon Audrey L. Altstadt, les frontières de l'oblast ont été appelées à inclure les villages arméniens et à exclure autant que possible les villages azerbaïdjanais, de sorte que la zone qui en résulte soit sûre d'avoir une majorité arménienne.
