Ceuta è una città autonoma di Spagna di 18,5 metri quadrati e un'esclave situata sulla costa nord dell'Africa, che condivide un confine con il Marocco. Separata dalla penisola iberica dallo Stretto di Gibilterra, Ceuta si trova lungo il confine tra il Mar Mediterraneo e l'Oceano Atlantico. Ceuta, insieme all'esclave spagnola Melilla, è uno dei due territori spagnoli abitualmente abitati in Africa continentale. Fa parte della provincia di Cadice fino al 14 marzo 1995, quando fu approvato lo statuto di autonomia della città. Ceuta, come Melilla, era un porto libero prima che la Spagna si unisse all'Unione europea. A partire dal 2011, ha una popolazione di 82.376. La sua popolazione è costituita da cristiani, musulmani e piccole minoranze di ebrei e indù indù. Lo spagnolo è la lingua ufficiale. La maggioranza della popolazione della città è lo spagnolo etnico che si oppone all'idea di essere governata dal Marocco. Un sondaggio condotto da Instituto Opina ha scoperto che l'87,9% delle persone provenienti dalla terraferma in Spagna considera le due città spagnole.
