Nell'economia, un'eccedenza è il costo o il beneficio che colpisce una parte che non ha scelto di sostenere tale costo o beneficio. Ad esempio, le attività produttive che causano l'inquinamento atmosferico impongono costi di salute e di pulizia su tutta la società, mentre i vicini di un individuo che scelgono di proteggere la propria casa possono beneficiare di un rischio ridotto di un incendio che si diffonde nelle proprie case. Se esistono costi esterni, come l'inquinamento, il produttore può scegliere di produrre più di quello che sarebbe stato prodotto se il produttore era tenuto a pagare tutti i costi ambientali associati. Se ci sono benefici esterni, come per la sicurezza pubblica, si può produrre meno del bene che sarebbe stato il caso se il produttore dovesse ricevere il pagamento per i benefici esterni ad altri. Ai fini di queste affermazioni, il costo e il beneficio complessivo della società sono definiti come la somma del valore monetario imputato delle prestazioni e dei costi a tutte le parti coinvolte. Pertanto, i mercati non regolamentati in beni o servizi con rilevanti esternalità generano prezzi che non riflettono il pieno costo sociale o il beneficio delle loro transazioni; Tali mercati sono quindi inefficienti.
