Em termos políticos, a secessão refere-se à separação de partes individuais do país de um estado existente com o objetivo de formar um novo Estado soberano. No decurso de uma separação, um ou mais sujeitos estatais geralmente são criados, ao mesmo tempo que o estado antigo reduzido, que é freqüentemente chamado de "estado de garganta", "estado de repouso" ou "estado de encolhimento". Embora o antigo estado ou cedente existente antes da divisão, por causa de sua continuidade e identidade do sujeito com o estado de garganta, não pertence aos estados sucessores, não precisa manter seu nome tradicional. As aspirações secessionistas de uma população parcial também são chamadas de separatismo e muitas vezes - mas não necessariamente - conflitos bélicos. Em sentido estrito, o separatismo representa a base ideológica ou a ação político-social, o que leva ao sucesso na separação. O separatismo pode, mas não precisa ser idêntico ao regionalismo ou ao nacionalismo das minorias.

Im Zuge einer Sezession entstehen in der Regel ein oder mehrere staatliche Subjekte, und gleichzeitig existiert weiterhin der verkleinerte Altstaat, der oft auch als „Rumpfstaat“, „Reststaat“ oder „Schrumpfstaat“ bezeichnet wird. Obgleich jener vor der Teilung vorhandene Altstaat oder Zedent infolge seiner Kontinuität und Subjektidentität mit dem Rumpfstaat nicht zu den Nachfolgestaaten gehört, muss er nicht seinen traditionellen Namen behalten. Sezessionsbestrebungen einer Teilbevölkerung werden auch als Separatismus bezeichnet und gehen oft – jedoch nicht zwangsläufig – mit kriegerischen Auseinandersetzungen einher. Im engeren Sinne steht der Separatismus für die ideologische Grundlage oder die politisch-soziale Aktion, die bei Erfolg zur Sezession führt. Separatismus kann, aber muss nicht identisch sein mit Regionalismus oder Nationalismus von Minderheiten.
