Retragerea din circuitul agricol a fost o schemă introdusă de Comunitatea Economică Europeană (CEE) în 1988 (Regulamentul (CEE) 1272/88), pentru a (i) reducerea excedentelor mari și costisitoare produse în Europa în cadrul sistemului prețurilor garantate Politică (PAC); și (ii) acordarea unor beneficii de mediu ca urmare a deteriorării considerabile a ecosistemelor agricole și a faunei sălbatice ca urmare a intensificării agriculturii. În anul 1992, retragerea din circuitul agricol a devenit obligatorie pentru fermierii agricoli mari, în cadrul reformei MacSharry a politicii agricole comune. Acesta a fost inițial stabilit la 15% și redus la 10% în 1996. În urma introducerii plăților decuplate în 2005, agricultorii care au revendicat în mod istoric terenurile scoase temporar din circuitul agricol au primit un număr de "drepturi" de retragere din circuitul agricol echivalente cu suprafața pe care au avut-o anterior pus deoparte. Pentru a beneficia de plata acestor drepturi la scoaterea temporară a terenurilor din circuitul agricol, un număr echivalent de hectare a trebuit să fie eliminat din producția agricolă. Terenurile de teren retrase din circuitul agricol s-au dovedit a fi o modalitate eficientă de ameliorare a chimiei solului și de creștere a biodiversității pe terenurile arabile, în special pe terenurile retrase din circuitul agricol de 5 ani.
