Totalitarismul sau statul totalitar este un concept folosit de unii oameni de știință politică pentru a descrie un sistem politic în care statul deține autoritatea totală asupra societății și încearcă să controleze toate aspectele vieții publice și private ori de câte ori este posibil. Conceptul de totalitarism a fost dezvoltat pentru prima dată într-un sens pozitiv în anii 1920 de juristul german de la Weimar și mai târziu de academicianul nazist, Carl Schmitt și de fasciștii italieni. Schmitt a folosit termenul "Totalstaat" în munca sa influentă asupra temeiului juridic al unui stat atotputernic. Conceptul a devenit proeminent în discursul politic anti-comunist occidental în timpul războiului rece, pentru a sublinia similitudinile percepute între Germania nazistă și alte state fasciste, pe de o parte, și statele comuniste sovietice, pe de altă parte. Alte mișcări și guverne au fost, de asemenea, descrise ca fiind totalitare.
