Für die Zwecke dieser Aussagen sind die Gesamtkosten und der Nutzen für die Gesellschaft als die Summe des unterstellten Geldwertes von Leistungen und Kosten für alle Beteiligten definiert. So generieren unregulierte Märkte für Waren oder Dienstleistungen mit erheblichen Externalitäten Preise, die nicht die vollen sozialen Kosten oder Nutzen ihrer Transaktionen widerspiegeln; Solche Märkte sind daher ineffizient.
