Devolución
La devolución es la concesión legal de poderes del gobierno central de un estado soberano al gobierno a nivel subnacional, como un nivel regional, local o estatal. Es una forma de descentralización. Los territorios transferidos tienen el poder de hacer que la legislación sea relevante para el área. La descentralización difiere del federalismo en que los poderes descentralizados de la autoridad subnacional pueden ser temporales y, en última instancia, residir en el gobierno central, por lo que el Estado permanece, de jure unitario.
