Veto, no aceptes o rechaces. Generalmente se usa en el lenguaje legal para significar una decisión o un rechazo de una ley en personas y organismos competentes. También se usa en las leyes interestatales como en el derecho interno. El derecho de aceptar o denegar se le niega el derecho de veto. Veto es una autoridad más débil que la autoridad para devolver la ley una vez más. Si la ley de que el presidente regresa al parlamento en su autoridad de veto absoluto es nuevamente aceptada por el parlamento, el presidente no puede ser promulgado a menos que apruebe el texto. Esto fue así durante el primer período constitucional. En el caso del ejecutivo y el legislativo, es necesario que la legislatura acepte la mayoría del parlamento para poder legislar el texto enviado por el presidente. Este procedimiento es válido durante el Segundo Período Constitucional y hoy en los Estados Unidos. Türkiye'de Cumhuriyet döneminden itibaren veto yetkisi yerine daha zayıf bir yetki olan, çıkan bir kanunu geri gönderme yetkisi Devlet Başkanına verilmiştir. İç hukukta memleketimizde uygulama Cumhurbaşkanının kanunları geri göndermesi şeklindedir. Anayasanın 89.
