Devolução
A devolução é a concessão estatutária de poderes do governo central de um estado soberano ao governo a nível subnacional, como um nível regional, local ou estadual. É uma forma de descentralização. Territórios devolvidos têm o poder de tornar a legislação relevante para a área. A devolução difere do federalismo, na medida em que os poderes descentralizados da autoridade subnacional podem ser temporários e, em última instância, residir no governo central, portanto, o estado permanece, de jure unitary.
