Democrația este o formă de guvernare în care toți cetățenii eligibili participă în mod egal - fie direct, fie indirect prin intermediul reprezentanților aleși - în propunerea, dezvoltarea și crearea de legi. Acesta cuprinde egalitatea socială, religioasă, culturală, etnică și rasială, justiție și libertate.
