Oaxaca (statul oficial, liber și suveran al orașului Oaxaca) este unul dintre cele 31 de state care, împreună cu Districtul Federal, alcătuiesc cele 32 de entități federative din Mexic. Acesta este împărțit în 571 de municipalități; dintre care 418 (aproape trei sferturi) sunt guvernate de sistemul Usos y costumbres (obiceiuri și tradiții) cu forme locale recunoscute de autoguvernare. Cele mai numeroase și mai cunoscute sunt Zapotecii și Mixtecii, dar există șaisprezece care sunt recunoscute oficial.
