Un preambul este o declarație introductivă și expresivă într-un document care explică scopul și filozofia documentului. Atunci când se aplică paragrafelor de deschidere ale unui statut, acesta poate reda fapte istorice pertinente subiectului statutului. Este diferită de titlul lung sau formularea unei legi.
