Ein Filibuster ist ein parlamentarisches Verfahren, bei dem die Aussprache verlängert wird, so dass ein oder mehrere Mitglieder eine Abstimmung über einen vorgegebenen Vorschlag verzögern oder vollständig verhindern können. Es wird manchmal als Rede von einer Rechnung bezeichnet und als eine Form der Behinderung in einer Legislatur oder anderen Entscheidungsgremien gekennzeichnet. Der englische Begriff "filibuster" stammt aus dem spanischen filibustero, das sich ursprünglich aus dem niederländischen vrijbuiter, "privateer, pirat, raub", ableitet. Die spanische Form trat in die englische Sprache in den 1850er Jahren, wie angewendet auf militärische Abenteurer aus den Vereinigten Staaten dann in Zentralamerika und den spanischen Westindischen wie William Walker. Der Begriff in seinem legislativen Sinn wurde zuerst von Rep. Albert G. Brown, im Jahre 1853, unter Bezugnahme auf Abraham Watkins Venables Rede gegen "filibustering" Intervention in Kuba verwendet.
