Jego głównym celem jest obniżenie kosztów, stąd też beneficjentami offshoringu są zwykle kraje gorzej rozwinięte, o niższych kosztach pracy. Przeniesienie może nastąpić poprzez inwestycję zagraniczną lub zlecenie międzynarodowego podwykonawstwa. Utworzenie filii zagranicznej określane jest jako captive offshoring. W drugim przypadku, tj. gdy beneficjentem przeniesienia jest podmiot zagraniczny niezwiązany kapitałowo z danym przedsiębiorstwem, proces ten nosi nazwę offshore outsourcing. Przeciwieństwem offshoringu jest inshoring. Offshoring to szósta z dziesięciu sił, które zdaniem Thomasa Friedmana spłaszczyły świat. Dotyczy w głównej mierze otwarcia Chin na międzynarodową współpracę i swobodną wymianę handlową z resztą świata.
