De acordo com a terminologia comum, se diferencia o controle de quantidade e o controle de valores. Um imposto sobre o valor acrescentado é um imposto sobre o preço da mercadoria em questão ou o valor de uma transação e não sobre a quantidade comprada. Os impostos de valor são cobrados como uma porcentagem de mark-ups ou mark-ups de vendas, renda ou valor aduaneiro. So kann der Gesetzgeber sogar „Steuersenkungen“ verkünden, bei denen er nur jene Mehreinnahmen zurückgibt, die in den Vorjahren durch die kalte Progression eingenommen worden sind. Zu unterscheiden sind Bruttowertsteuern und Nettowertsteuern.
