Devoluția este acordarea statutară de către guvernul central a unui stat suveran guvernamental la nivel sub-național, cum ar fi un nivel regional, local sau de stat. Este o formă de descentralizare. Teritoriile deținute au competența de a face legislația relevantă pentru zonă. Devoluția diferă de federalism prin faptul că puterile delegate ale autorității subnaționale pot fi temporare și, în cele din urmă, pot locui în guvernul central, deci statul rămâne, de jure, unitar. Legislația care creează parlamente sau adunări descentralizate poate fi abrogată sau modificată de guvernul central în același mod ca orice statut.
