În știința politică, o inițiativă este un mijloc prin care o petiție semnată de un anumit număr minim de alegători înregistrați poate forța un vot public. Inițiativa poate lua forma unei inițiative directe sau a unei inițiative indirecte. Într-o inițiativă directă, o măsură este pusă direct la vot după ce a fost înaintată de o petiție. Într-o inițiativă indirectă, o măsură este mai întâi adresată legiuitorului și apoi votată la vot doar dacă nu este adoptată de legislativ. Votul poate veni cu privire la un statut propus, amendament constituțional, amendament la cartă sau ordonanță locală sau pur și simplu obligarea executivului sau a legiuitorului să examineze subiectul prin supunerea acestuia la ordinea zilei.
