Un cartier este o diviziune administrativă în diferite țări. În principiu, termenul de cartier desemnează o localitate autonome, deși, în practică, utilizarea oficială a termenului variază foarte mult. Cuvântul borough derivă din germanicul burg, care înseamnă fort: comparați cu bury, burgh, burg, borg, pori, burcht și împrumuturile germane prezente în limbile indo-europene vecine, cum ar fi borgo, bourg, burgo, burg, purg durg și "arg". Incidența acestor cuvinte ca sufixe pentru a localiza numele de obicei indică faptul că acestea au fost o dată așezări fortificate. În Evul Mediu, cartierele erau așezări în Anglia, cărora li s-au acordat unele autoguvernări; burghi au fost echivalentul scoțian.
