En tant qu'insularité, les habitants du Royaume-Uni en particulier ont exprimé un sentiment latent de sécurité qui résultait de l'isolement de l'insularité et du statut de la première puissance navale, au plus tard après la troisième guerre navale avec les Pays-Bas. Depuis la politique de pouvoir de Lord Protector Oliver Cromwell, elle était très bien liée à un sentiment de supériorité, puisque aucune invasion réussie des îles britanniques n'avait été vécue depuis 1066. L'Armée espagnole avait déjà été effondrée dans la Manche en 1588 et toutes les tentatives faites par la France du 16ème au 18ème siècle, soit en Écosse, soit en Irlande, qui soutenaient l'opposition là-bas par des atterrissages et des armes plus petites, avaient été condamnées à l'échec. Ce n'est qu'avec Napoléon que la politique de pouvoir britannique a connu une menace réelle. L'insularité devait maintenant être renforcée par le blocage préventif de la mer des ports continentaux, qui devrait notamment inclure les forces militaires françaises dans les ports.
