Annexion
L'annexe est l'acquisition forcée du territoire d'un État par un autre État. Habituellement, il est implicite que le territoire et la population en annexe soient les plus petits, plus périphériques et les plus faibles des deux entités fusionnantes, à l'exception de la taille physique. Cela peut aussi impliquer une certaine mesure de coercition, d'expansion ou d'unilatéralisme de la part des entités qui fusionnent. Pour cette raison, des euphémismes plus positifs, comme l'union ou l'union politique ou la réunification, sont parfois observés dans le discours. L'annexion diffère de la cession et de la fusion, parce que, contrairement à la cession où le territoire est donné ou vendu par voie de traité ou d'amalgamation, l'annexion est un acte unilatéral où un territoire est saisi et détenu par un seul État et légitimé par une reconnaissance générale par les autres organismes internationaux. Pendant la Seconde Guerre mondiale, l'utilisation de l'annexion a privé de populations entières des garanties prévues par les lois internationales régissant les professions militaires. Les auteurs de la Quatrième Convention de Genève ont fait valoir «donner à ces règles un caractère absolu», ce qui rendait beaucoup plus difficile pour un État de contourner le droit international en utilisant l'annexion.
