Cabotage / kæbətɨdʒ / se réfère traditionnellement à l'expédition le long des routes côtières, port à port. Maintenant, le mot est souvent utilisé pour désigner le transport de marchandises ou de passagers entre deux points dans le même pays par un navire ou un avion enregistré dans un autre pays. À l'origine, un terme d'expédition, le cabotage couvre désormais l'aviation, les chemins de fer et le transport routier. Le cabotage est «le commerce ou la navigation dans les eaux côtières, ou le droit exclusif d'un pays d'exploiter le trafic aérien sur son territoire». Le cabotage est utilisé dans le contexte des «droits de cabotage», le droit d'une entreprise d'un pays de commercer dans un autre pays. En matière d'aviation, il est possible d'opérer dans les limites intérieures d'un autre pays. La plupart des pays ne permettent pas le cabotage aérien, pour des raisons de protectionnisme économique, de sécurité nationale ou de sécurité publique. Une exception notable est l'Union européenne, dont les membres accordent tous des droits de cabotage les uns aux autres.
