Tsar (vechi bulgar: ц︢ри, ц︢рь) este un titlu folosit pentru a desemna anumiți monarhi slavi europeni sau conducători superiori. Ca sistem de guvernare în Țaromul Rusiei și în Imperiul Rus, este cunoscut sub numele de autocrație țaristă, sau țarism. Termenul derivă din cuvântul latin Caesar, care avea menirea să însemne "împărat" în sensul medieval european al termenului - un conducător cu același rang ca un împărat roman, ținând-l prin aprobarea unui alt împărat sau a unui suprem ecleziastic (Papa sau Patriarhul Ecumenic) - dar, de obicei, europenii occidentali au fost considerați ca fiind echivalenți cu regele sau că sunt într-o oarecare măsură între un rang regal și imperial. Ocazional, cuvântul ar putea fi folosit pentru a desemna alți conducători superiori seculari. În Rusia și Bulgaria, conotațiile imperiale ale termenului au fost încețoșate cu timpul, datorită traducerilor medievale ale Bibliei, și, până în secolul al XIX-lea, a ajuns să fie privită ca un echivalent al regelui.
