Gobierno

The government is normally the authority that directs, controls and administers the institutions of the State which consists in the general political conduct or exercise of the power of the State. In that sense, it is usually understood as such to the organ to which the Constitution or the fundamental rule of a State attributes the function or executive power, and which exercises political power over a society. It can also be the organ that directs any political community. In broad terms, the government is that structure that exercises the various state activities, commonly called powers of the State. The government, in its own sense, tends to identify itself with political activity. The government is not the same as the state, it is linked to it by the power element. The government passes, changes and is transformed, while the state remains identical. In this sense, the government is the set of governing bodies of a State through which state power is expressed, through the legal order. It can be analyzed from three points of view: according to its actors, as a set of functions, or by its institutions. El gobierno es, normalmente, la autoridad que dirige, controla y administra las instituciones del Estado el cual consiste en la conducción política general o ejercicio del poder del Estado. En ese sentido, habitualmente se entiende por tal al órgano al que la Constitución o la norma fundamental de un Estado atribuye la función o poder ejecutivo, y que ejerce el poder político sobre una sociedad. También puede ser el órgano que dirige cualquier comunidad política. En términos amplios, el gobierno es aquella estructura que ejerce las diversas actividades estatales, denominadas comúnmente poderes del Estado. El gobierno, en sentido propio, tiende a identificarse con la actividad política. El gobierno no es lo mismo que el Estado, está vinculado a éste por el elemento poder. El gobierno pasa, cambia y se transforma, mientras que el Estado permanece idéntico. En ese sentido, el gobierno es el conjunto de los órganos directores de un Estado a través del cual se expresa el poder estatal, por medio del orden jurídico. Puede ser analizado desde tres puntos de vista: según sus actores, como un conjunto de funciones, o por sus instituciones.
