Un tribunal în sens general este orice persoană sau instituție care are puterea de a judeca, de a pronunța sau de a hotărî reclamații sau litigii - indiferent dacă se numește sau nu un tribunal în titlul său. De exemplu, un avocat care apare în fața unei instanțe pe care o ședea un singur judecător ar putea descrie acel judecător drept "tribunalul lor". Multe organe guvernamentale denumite "tribunale" sunt descrise astfel încât să sublinieze faptul că acestea nu sunt instanțe de jurisdicție normală.
