L'arbitraire est un terme donné aux choix et aux actions assujetties à la volonté, au jugement ou à la préférence individuelle, en fonction uniquement de l'opinion ou de la discrétion d'un individu. Les décisions arbitraires ne sont pas nécessairement les mêmes que les décisions aléatoires. Par exemple, lors de la crise du pétrole de 1973, les Américains ont été autorisés à acheter de l'essence uniquement sur des jours impairs si leur plaque d'immatriculation était étrange et sur des jours pairs si leur plaque d'immatriculation était uniforme. Le système était bien défini et non aléatoire dans ses restrictions; Cependant, puisque les numéros de plaque d'immatriculation ne sont totalement pas liés à l'aptitude physique d'une personne à acheter de l'essence, il s'agissait encore d'une division arbitraire de personnes. De même, les écoliers sont souvent organisés par leur nom de famille dans un ordre alphabétique, une méthode non aléatoire mais encore arbitraire, au moins dans les cas où les noms ne sont pas pertinents.
